Evidence — including for the dexpanthenol form in barrier-recovery contexts — supports improved hydration, reduced roughness and better comfort in dry or temporarily stressed skin, though many studies are small or product-specific. It is a cosmetic soothing/hydration claim, not treatment of any condition, and results depend on the whole formula. Grade C: reliably gentle and helpful for comfort, with a modest evidence base.

Mechanism
Acts as a humectant that draws and holds water in the stratum corneum and supports barrier recovery; as a provitamin it feeds into pantothenic-acid (coenzyme A) pathways in skin cells.
Safety
Very well tolerated with a very low irritation profile; widely used in products for sensitive and compromised skin.
Dosage context
Commonly used in the low single-digit percentages as a supporting humectant/soother; benefit comes from the overall moisturiser rather than from panthenol alone.
